The Robin Foundation Advances Overdose Emergency Cabinet Legislative Initiative in Florida

FT LAUDERDALE, FL, UNITED STATES, August 24, 2026 /EINPresswire.com/ — The Robin Foundation is advancing a legislative initiative in Florida aimed at recognizing Overdose Emergency Cabinets (OECs) as Emergency Medical Equipment, an effort designed to make lifesaving Naloxone (Narcan) more visible and readily accessible when an opioid or fentanyl overdose emergency occurs.

The initiative seeks to establish OECs as a recognized component of public emergency preparedness alongside lifesaving resources such as Automated External Defibrillators (AEDs), First Aid Kits, and Bleeding Control Kits.
Under the proposed initiative, public buildings and other designated facilities maintaining emergency medical equipment would also provide a separate, clearly identified Overdose Emergency Cabinet containing Naloxone and easy-to-follow overdose response instructions.
The principle behind the initiative is simple: when an overdose occurs, every second matters.

“An overdose is a medical emergency, and communities should be prepared to respond to it as quickly as they would respond to a cardiac emergency,” said Cristina Cavallo, Co-Founder of The Robin Foundation. “When someone is experiencing an overdose, people should not have to search for Naloxone. It should be visible, accessible, and ready when it is needed most.”

Creating a New Standard for Overdose Preparedness

The Robin Foundation is continuing to engage Florida legislative leaders and other stakeholders as it works to advance the OEC initiative.
The Foundation believes formally recognizing Overdose Emergency Cabinets as emergency medical equipment could help establish a new standard for overdose preparedness throughout Florida and potentially provide a model for communities across the country.
AEDs have become a familiar part of public emergency preparedness because immediate access can make the difference when someone experiences a cardiac emergency. The Robin Foundation believes communities should approach overdose emergencies with that same commitment to preparedness.
For the Cavallo family and several members of their team the initiative is deeply personal.
The Robin Foundation was established in memory of Robin Cavallo and her daughter, Stefanie Cavallo, transforming devastating family loss into a mission focused on preventing other families from experiencing similar tragedies.

Taking the Mission to Washington, D.C.

As the Foundation continues advancing its public policy efforts in Florida, Chris Cavallo, Cristina Cavallo, and Loretta Nido are also preparing to travel together to Washington, D.C. in connection with the National Walk for Lives.
The trip will provide an opportunity to stand alongside and spend time with families from across the country who have lost loved ones to fentanyl poisoning and overdose.

While in Washington, the Foundation also plans to spend time on Capitol Hill meeting with congressional offices and legislators.
Loretta Nido, a valued member of The Robin Foundation team, who lost her son Andres in 2016 has been engaging congressional offices and working to arrange appointments for the Foundation’s visit.

During those meetings, Chris, Cristina, and Loretta plan to share their families story, discuss the work and mission of The Robin Foundation, and advocate for greater overdose awareness, prevention, education, access to Naloxone, and emergency preparedness.
If schedules permit, Foundation representatives also hope to introduce lawmakers to the Overdose Emergency Cabinet initiative being advanced in Florida and discuss the concept’s potential as an innovative approach to overdose emergency preparedness.
“We are going to Washington to listen, learn, share our story, and talk about solutions,” Chris Cavallo said. “If we have an opportunity to introduce the OEC initiative to lawmakers, we want them to understand why we believe readily accessible Naloxone should become a recognized part of emergency preparedness.”

From Personal Loss to Lifesaving Action

The Robin Foundation continues to expand its mission through overdose prevention education, free Naloxone distribution, university partnerships, volunteer engagement, community outreach, advocacy, and innovative public safety initiatives.
Its long-term vision for Overdose Emergency Cabinets is straightforward: when someone enters a public facility, the location of lifesaving overdose-response resources should become as recognizable and accessible as other emergency equipment.
